FAS Regional Commissioner Casey Kelley

As Regional Commissioner, Mr. Casey Kelley leads strategic direction and operations of the U.S. General Services Administration Federal Acquisition Service Pacific Rim Region, executing all FAS programs in the states of Arizona, California, Hawaii and Nevada, as well as American Samoa, Guam, U.S. Trust Territories, Mainland Japan, Okinawa and the Republic of Korea. FAS provides buying platforms and acquisition services to federal, state and local governments from office supplies to motor vehicles to information technology/professional services and telecommunications products and services.
The functional responsibilities under his purview include GSA’s assisted acquisition services and personal property operations. He also leads two integrator offices comprising administration and customer accounts and stakeholder engagement. Within this broad geographic footprint, Mr. Kelley provides executive leadership and support to GSA Central Office reporting portfolios, including network services, fleet, supplier management and general supplies and services. He leads a staff of ~ 90 regional employees as well as provides resources and informal leadership to ~ 170 Central Office regional reporting personnel.
Before becoming the FAS R9 Regional Commissioner in 2018, Mr. Kelley spent 10+ years in GSA’s Information Technology Category in multiple leadership roles including: Director of the Office of Information Technology Services; Director Customer Engagement Division; and Director Governmentwide Acquisition Contracts; leading a portfolio of contracts providing government agencies with a diverse set of IT solutions valued over $13 billion annually under GWAC contracts Alliant, Alliant 2, Alliant Small Business, 8(a) STARS II, Veterans Technology Services, VETS 2, and GSA Multiple Award Schedule 70, planning and implementing customer development strategies through a wide range of commercial and custom IT products, services and solutions. Prior to joining ITC in 2008, Mr. Kelley spent seven years in various leadership positions within GSA’s Assisted Acquisition Services.
In 2018, Mr. Kelley received a Fed100 award for his leading role developing GSA’s next-generation information technology contracting vehicle (the Alliant 2 GWAC), a keystone in the federal government’s IT modernization plans. In 2009, he served on the board of directors of the American Council for Technology/Industry Advisory Council, establishing a new ACT/IAC Chapter in San Diego and also served as Chairman of the Los Angeles Federal Executive Board that same year.
Mr. Kelley has successfully completed the Senior Executive Fellowship Program at Harvard University’s Kennedy School of Government; earned a Master’s Certificate in Project Management from George Washington University; earned an MBA from Pepperdine University; and has also earned a bachelor’s degree in Business Administration from San Diego State University.
