Opened in 2007, the 18-story tower designed by Thomas Mayne of Morphosis is an architectural landmark in San Francisco. The building's shape and orientation maximize natural airflow for cooling and ventilation and take advantage of natural daylight for the majority of office interiors.

There is no parking available in the building for the general public. Paid public parking is located on Mission Street between 7th and 8th Streets. Metered street parking is nearby. Several commercial parking lots, both open and covered, are within walking distance to the building. Public transportation is available via BART and Muni.
All public visitors are required to pass through electronic security equipment on the first floor. ADA access is available at the 7th Street entrance to the building.

The building is fully operational (lighting and HVAC services) from 6 a.m. to 6 p.m. Monday through Friday excluding federal holidays. Tenants may access the building 24 hours a day/7 days a week including federal holidays. A key card will be required for after-hours access.
Key cards are available for tenant agency employees for after-hours access. All requests for key cards must be submitted through the tenant agency’s management to the GSA Property Manager for approval. Requests will then be given to the GSA Property Management Office to process. Their office is located on the third floor in Room 3-510. Their telephone number is 415-625-2755.
Contract guard service is in place to protect the property and the tenants. Your help is needed; cooperation and awareness will help them do their job. Guards are on duty 24 hours a day 7 days a week (including holidays). For all emergency or security concerns, or if no guard is available please call FPS Denver Mega Center at 1-877-437-7411.
Standard services are commonly included as part of the rent charged by GSA as documented in the Occupancy Agreement. Reimbursable services are normally excluded from the rent and are funded through a Reimbursable Work Authorization (RWA). Examples include after-hours lighting, special or after-hours cleaning, office space carpet cleaning, uninterruptible power services, and non-standard trash removal.
Conference Rooms: Located on the basement level there are two joint-use conference rooms available for tenant use: B020/B040 and B110/B120/B130. B020/B040 can be configured to seat 92 theater, 50 classroom and 28 U-shape. Room B110 seats 34 theater, B120 seats 20 classroom, and B130 seats 18 U-shape, and these rooms have full video projection available for use, including audio. B140 is an executive meeting room with a 14-seat conference table and audiovisual equipment. The conference rooms are available for building tenants from 7:30 a.m. to 6 p.m. Monday through Friday excluding federal holidays on a first-come, first-served reservation basis at no cost. Room use outside these hours is possible through special arrangements with the GSA Property Manager and payment of overtime utility and security costs.

Maintenance & Service Requests: Please contact the GSA main line at 415-625-2755 during the hours of 8 a.m. to 4:30 p.m. Monday through Friday excluding holidays for janitorial, HVAC, elevator, lighting, or any other service provided by GSA in our building. A mechanic is on duty from 6 a.m. to 6 p.m. Monday through Friday.
Custodial Services: GSA provides cleaning for assigned space equal to commercial cleaning for similar space. The following services are standard: vacuuming, sweeping and dusting; emptying trash; servicing restrooms, lobbies, corridors, and other common areas; servicing loading docks and platforms; washing windows; and pest control. Carpet spot removal can be done on an as-needed basis. Overall shampooing is done as a reimbursable service and should take place on a regular basis to preserve the appearance and condition of the carpet.
Lighting/HVAC: Ten hours of heating, ventilation, air conditioning, and lighting are provided at no additional cost during normal duty hours. Additional service outside this timeframe is available on a reimbursable basis with advanced notice to the GSA Property Management Office at 415-625-2755.
Utility Closets: Tenant and tenant vendor access to electrical and telephone closets can be obtained by contacting the operations and maintenance contractor at 415-625-2755. Please do not install equipment in these closets without first contacting the GSA Property Management Office.
Tenant Controlled Space Alteration: Space alterations should not be performed without first contacting the GSA Property Manager. GSA can provide alteration solutions to meet your needs. Alteration projects are normally funded through a Reimbursable Work Authorization (RWA). Also, it is building policy that work that might disrupt building tenants (e.g. paint fumes, construction noise, etc.) be accomplished after standard building operating hours.
Under the conditions above, if you are authorized to perform alterations within your space, you must adhere to all building-specific regulations with respect to contractor access, clearance procedures, and all other conditions governing general access and security controls relative to this building.

Occupant Emergency Plan: As the lead tenant in this building, the U.S. Department of Health and Human Services is responsible for creating and updating the Occupant Emergency Plan. Please take time to become familiar with it, and participate in Building Security Committee meetings.
Displays: Please do not post or display any material outside tenant space without first contacting the GSA Property Management Office at 415-625-2755. Displays may be posted in the lobby, but again, please contact the GSA Property Management Office prior to taking any action. Displays are subject to removal if approval has not been obtained.
Personal Property: Please do not put surplus items in building common space (i.e., corridors, elevators, loading dock, etc.). Doing so may impede egress should the building need to be evacuated. GSA will be glad to advise you about excessing surplus property.
Loading Dock: The loading dock is open from 6 a.m. to 6 p.m. Scheduling the use of the loading dock for deliveries, moves, etc., can be arranged through the GSA Property Management Office at 415-625-2755 or the GSA Property Manager at 415-436-7950. A guard must be present at all times while basement doors are open, so it is imperative that the GSA or on-site maintenance contractor be informed at least 24 hours advance to make these arrangements.
If a vehicle(s) will be at the dock for more than one hour, it must be attended in the event it needs to be moved for other deliveries/services.
Deliveries: To minimize disruption to other occupants, we encourage tenants to arrange large deliveries outside of normal business hours. In the event of after-hour activities, the tenant will be responsible for arranging guard services by contacting the GSA Property Management Office at 415-625-2755 or by emailing urbanadmin@urbanservicesgroup.com to request loading dock access forms and GSA approval.
Moving: In addition to the above, large moves must take place after 3 p.m. or on weekends. Check with the GSA Property Management Office for loading dock height restrictions.
Recycling: Tenants are encouraged to take advantage of the building-wide recycling program, which includes paper, glass bottles and jars, metal cans, plastic containers and cardboard. Any questions regarding recycling, please contact the GSA Property Management Office at 415-625-2755.
Public Plaza Redesign Project Overview
GSA sought to reimagine, redesign and rebuild the public plaza at the San Francisco Federal Building in order to maximize its use by the community and employees.
The four primary goals of the plaza redesign project were:
December 2021 Project Update: The project has been completed and the new plaza is open to the public!
Past Project Updates
September/October/November 2021 Project Update: At the San Francisco Federal Building, crews are putting the finishing touches on the new plaza; construction is substantially complete. The plants are in place and are taking root in the new garden beds. In November, GSA formalized a partnership with Demonstration Gardens, a San Francisco-based non-profit organization, to help manage the gardens and activate the public space once it is opened. GSA anticipates opening the plaza to the public before the end of the calendar year.
July/August 2021 Project Update: Construction crews are nearing completion on the newly redesigned plaza at the San Francisco Federal Building. The lawn has been installed and the remainder of the greenery is currently being planted. The irrigation system is also being put in place. A concrete seating wall has been created at the base of the berm area, providing a pleasant area for breaks during the day. The final areas of the perimeter fence are being installed to secure the space after business hours. Overall, the construction remains on schedule and GSA expects to reveal the new plaza to the public in the coming months.
May/June 2021 Project Update: Construction continues on the redesigned public plaza at the San Francisco Federal Building. As of late June, the future landscape is starting to take shape. The foundation for the berm is being added. Footings for the berm area, which will serve as seating for the new plaza, are already in place. The perimeter fence that will run along the 7th and Mission Street sidewalks is being installed now. Construction is on schedule and the new plaza is expected to open later this year as expected.
March/April 2021 Project Update: The public plaza at the San Francisco Federal Building is a busy construction zone. In March and April, the construction team from Ironwood Commercial Builders completed most of the demolition of the old plaza. They have taken care to protect the existing Turrell light sculpture, which extends into the plaza, by adding a protective cover around it. Rebar and other foundational elements are now being added in preparation for the new landscape.
January/February 2021: On Monday, January 25, crews arrived at the San Francisco Federal Building to begin construction of the new plaza. Construction is expected to be complete by December 2021. September/October 2020: On September 16, 2020, the U.S. General Services Administration, in partnership with contractors Ironwood Commercial Builders and Hargreaves Jones, presented the public with their first look at the plans for the redesigned public plaza. In recognition of the current CDC guidelines, the presentation was hosted virtually. The presentation was recorded and can be viewed in the window below or on GSA's YouTube Channel.
July/August 2020: GSA is working with contractors Ironwood Commercial Builders and Hargreaves Jones to finalize the design for the plaza. The public is invited to join GSA for a public presentation about the new design on September 16. In recognition of current CDC guidelines, GSA will conduct this presentation virtually. A recording of the meeting will be posted on this website for those who cannot attend the live session. No RSVP will be required to watch the recording.
May/June 2020: GSA is currently working with contractors Ironwood Commercial Builders and Hargreaves Jones to refine the proposed design plans for the plaza. GSA is planning to hold a public presentation for the design in late summer/early fall.
April 2020: In March 2020, a design-build contract was awarded to Ironwood Commercial Builders for the modernization of the public plaza at the San Francisco Federal Building. Ironwood will be partnering with local landscape architecture firm Hargreaves Jones to develop a design for the plaza. Once this is complete, and prior to developing final construction drawings, the design-build team plans to present the plans to building tenants and members of the community. The project schedule is in development and dates will be shared once they are finalized.
November 2019: Due to complex social issues, the public plaza in front of the San Francisco Federal Building has yet to achieve its full potential. GSA has launched a project that aims to reimagine, redesign, and rebuild the plaza in order to improve this public plaza environment for appropriate use by the community and employees.
In early 2019, GSA held public meetings and invited the community and other stakeholders to weigh in on what could be done to improve safety and security of the space while creating an environment that invites the public in. Following these meetings, GSA received a programming report with recommendations on how to improve the safety and design of the Plaza. Currently, GSA is working on a project to implement the recommendations in this report.
In the next few months, GSA anticipates awarding a contract with a design-build firm to complete the project. Once the contract has been awarded, the contractor and GSA will host public informational sessions about the planned changes. Interested in attending?
