GSA Shares New Evaluation Priorities in First-ever Annual Evaluation Plan to Boost Evidence Building


GSA has published the agency's first FY 2022 Annual Evaluation Plan to advance a strong culture of evaluation, evidence building and learning. The plan is in support of the Foundations for Evidence-Based Policymaking Act of 2018 (aka the Evidence Act) to expand the use of evidence and evaluation in the federal government. This new evaluation strategy aims to align existing evidence-building activities, including performance measurement and policy analysis, with more of a focus on program evaluation.

"There’s so much more evidence we can gather that will help us make better decisions and improve how the government delivers for the people," said GSA Administrator Robin Carnahan.

GSA provides centralized procurement for the federal government, managing a real estate portfolio of more than 370 million rentable square feet nationwide and overseeing approximately $75 billion in annual contracts. The GSA FY 2022 Annual Evaluation Plan includes four priority evaluation topics on the following policy and operational areas:

  • Real Estate Solutions: What resources are most important for supporting employees and teams in a remote work environment?
  • Real Estate Solutions: What, if any, impact would increased reliance on flexible work policies have on the demand for federal real property?
  • Acquisition: What acquisition program or policy changes can address and reduce administrative barriers for GSA customers, especially those that have a disproportionate impact on underserved communities?
  • Government Operations: What programs or policies are effective at promoting greening of the fleet, including use of electric or other zero emission vehicles?
