How is GSA supporting the procurement needs of state and local governments?

  • Please see GSA Order OGP 4800.2I for information regarding eligibility to use GSA sources of supply and services.
  • GSA has outlined available purchasing resources and support for state and local governments [PDF - 436 KB] eligible to directly access GSA Schedules. State and local governments should always coordinate purchases in accordance with guidance issued by FEMA (or other applicable agency) and follow the regulations and requirements outlined by funding agencies prior to purchasing from any source.
  • Hospitals that are instrumentalities of state and local governments have access to the same programs as state and local governments.
  • During the extent of the COVID-19 emergency declaration, state and local government entities, including instrumentalities, may make self-determinations of eligibility and should send written confirmation to See 40 U.S.C. 502(c) and (d).
  • Please note that not all Schedule vendors participate in these programs. Additionally, vendors may offer items under these programs, but may not have supplies available on hand to provide to state and local government entities. Please contact vendors directly before placing orders on GSA Advantage! to ensure their availability.
  • GSA's Federal Surplus Personal Property Donation program enables state and local governments to receive surplus equipment and supplies. Who can buy from Schedule?

Commercial products and services are available for purchase by state and local governments, including tribal governments and educational institutions defined under 40 U.S.C. § 502(c). Please visit each program page to see if you are eligible to purchase.

If you have a question about eligibility, please visit the GSA eligibility determinations page for more information. If needed, GSA will issue a formal determination on behalf of the requesting entity that clearly outlines access to GSA sources of supply. Entities that clearly fall under the definition of state and local government do NOT need to request an eligibility determination.

State, local, tribal governments and educational institutions may utilize the following programs to buy goods and services.

Program Name Description
Cooperative Purchasing Program IT, security, and law enforcement products, services, and solutions that support everyday activities and your overall mission are available through select Special Item Numbers (SINs). Visit the Cooperative Purchasing page under Program Scope for more details.
Disaster Purchasing Program All MAS products and services are available, when buying in support of disaster preparation, response, and major disaster recovery, as well as recovery from biological, radiological, or terrorist attacks.
Public Health Emergencies All MAS products and services are available when spending federal grants funds in direct response to public health emergencies.
1122 Program Equipment to support counterdrug missions, homeland security, and emergency response from General Services Administration (GSA), Defense Logistics Agency (DLA), and Department of Defense (DoD) sources of supply.
