Thousands of large and small technology businesses sell to state and local governments. Your agency may be able to buy technology on Multiple Award Schedule through the Cooperative Purchasing program.
MAS has a nationwide network of industry partners, some of whom may be located in your state. By purchasing through local vendors you are able to keep your IT spend within your state or local jurisdiction.
To find businesses that are part of Cooperative Purchasing, go to GSA eLibrary and choose MAS Information Technology Special Item Numbers that say “Subject to Cooperative Purchasing.” Select the industry partners who display the “COOP PURCH” logo to find businesses that sell to state and local governments.
State and local governments may use GSA Advantage after they register and receive the necessary approvals.
State and local governments may also use eBuy to create an online Request for Quotation that helps you make the best qualified purchase decisions.
We recommend that you follow federally mandated ordering procedures, i.e. the Ordering Procedures for Supplies, and Services Not Requiring a Statement of Work (Federal Acquisition Regulation 8.405-1) or the Ordering Procedures for Services Requiring a Statement of Work (FAR 8.405-2). Following these procedures complies with competitive procedure under the Competition in Contracting Act of 1984 (CICA).
While GSA recommends that state and local purchasing officials follow the schedule ordering procedures in Federal Acquisition Regulation 8.4, GSA does not mandate these procedures.
