Purpose

This Order defines the order of succession for the Office of the Chief Financial Officer at the General Services Administration.

Background

GSA Order ADM 2430.1A, The U.S. General Services Administration Continuity Program, outlines GSA’s continuity requirements and defines each GSA component’s responsibilities to ensure resilience and the continued performance of GSA’s functions.

Cancellation

This Order cancels GSA Order CFO 1080.1.

Summary of Changes

OCFO updated the succession order to align with recent departures and current organizational structure.

Chief Financial Officer

The following officials are designated to serve as Acting Chief Financial Officer (CFO) in the specified order of succession during the absence or incapacity of the CFO. Each designee shall assume the full authority and responsibilities of the CFO and occupy the office accordingly. If a designated official is unavailable, the next official in line will assume the role.

(1) Deputy Chief Financial Officer (B)

(2) Director, Office of Budget (BB)

(3) Director, Office of PBS Financial Services (BR) 

(4) Chief of Staff, Office of the Chief Financial Officer (B)

(5) Deputy Director, Office of Budget (BB) 

(6) Director, Office of Financial Management (BG1)

(7) Director, Zone 3 (BR3)

(8) Director, Zone 1 (BR1)

Except for the position of Deputy CFO, this order of succession applies only to the permanent incumbent of each position, not to temporary occupants. For anyone serving as Acting Deputy CFO, Section (1) of this Order applies, granting that official the authority to assume the role of Acting CFO.

Exercise of Authority

An official serving as Acting CFO shall exercise full authority and perform all functions of the Office of the CFO in that capacity.
