GSA ORDER

SUBJECT: GSA Screening Test Program for All GSA Federal Employees Who are Not Fully Vaccinated

1.  Purpose. This order outlines GSA’s Screening Testing Program for SARS-CoV-2, the virus that causes COVID-19. This program will complement GSA’s building safety protocols to protect GSA’s workforce.  

2. Background. GSA’s updated Agency Workplace Safety Plan, effective December 21, 2021, states that the agency will establish a screening testing program for SARS-CoV-2 as part of its health and workplace safety plan. The Safer Federal Workforce Task Force released guidance for agencies regarding testing of Federal employees. Consistent with this guidance, GSA requires weekly testing for Federal employees that do not attest to being fully vaccinated, as defined by the Centers for Disease Control and Prevention (CDC). Screening testing protocols are intended to identify asymptomatic or presymptomatic infected employees without known or suspected exposure to SARS-CoV-2. Screening tests are different from diagnostic tests, which are intended for employees who are sick or who may have been exposed to SARS-CoV-2. For ease of reading, this Order uses the terms SARS-CoV-2 and COVID-19 interchangeably.
