Revision of Climate Policies and Directives and DEI language, OG FAC Charter and Membership Balance Plan and PBS Measures Standard Operating Procedures (SOP)_2024, in accordance with Presidential Directives

Purpose:

The President issued the following Executive Orders on January 20, 2025:

• Ending Radical and Wasteful Government DEI Programs and Preferencing
• Initial Rescissions of Harmful Executive Orders and Actions (Jan. 20, 2025)

Based upon these Presidential Directives, the U.S. General Services Administration (GSA) has determined the listed GSA climate- and sustainability-related policy directives, guidance, and plans are superseded in accordance with the below instructions:

• OG FAC Charter and Membership Balance Plan, Office of Government-wide Policy
• PBS Measures Standard Operating Procedures (SOP)_2024, Public Buildings Service

Applicability:

All HSSOs are hereby instructed to (1) review all operations to ensure implementation of this Memorandum to the fullest extent possible; and (2) provide Mehul Parekh with a list of any additional policy directives, guidance, or plans that should be considered for rescission as soon as possible. This will be an ongoing process until all policy directives, guidance, or plans are reviewed and considered.

Revision:

The following orders are to be revised, effective immediately:

• Open Government (OG) Federal Advisory Committee (FAC) Charter and Membership Balance Plan – These documents will be revised to remove DEI language that was inserted by the last Administration.
• PBS Measures Standard Operating Procedures (SOP)_2024 – This document provides operating guidelines for tracking and managing organization performance for PBS regions and business lines. This document shall be revised to reflect the current Administration’s priorities.
