Termination of Climate Policies and Directives at U.S. General Services Administration (GSA) in accordance with Executive Orders

The President issued the following Executive Orders on January 20, 2025:

  • Unleashing American Energy
  • Initial Rescissions of Harmful Executive Orders and Actions


Based upon these Executive Orders, the following GSA climate-related policy directives, guidance and plans are rescinded:

  • GSA Order, 1095.1A ADM Response to Climate Change through Climate Adaptation and Climate Risk Management (May 27, 2021), which prescribes actions to address climate change risk.
  • GSA’s Climate Change Risk Management Plan, which includes a series of recommendations to mitigate the effects of climate change.
  • GSA’s FY25 Sustainability Plan, which set internal GSA performance metrics and actions to reduce greenhouse gas emissions.
  • Acquisition Letter MV-2021-10, which called for new approaches to address climate change.
  • PBS Order, 1098.1 PBS Sustainability Performance (Jan. 11, 2023), a directive that focused on reducing greenhouse gas emissions.
  • Leasing Alert – LAC-2023-02 Revisions to Leasing Dec Guide Chapter 18: Sustainability Environmental Considerations.
     

All HSSOs are hereby instructed to (1) review all operations to ensure implementation of this Memorandum to the fullest extent possible; and (2) no later than 1/24/25 provide Mehul Parekh with a list of any additional policy directives, guidance, or plans that should be considered for rescission.
