The General Services Administration (GSA) is committed to maximizing the value of federal real estate while ensuring it effectively supports government operations. To achieve this, we’re continuously evaluating our property portfolio to identify assets that no longer meet agency needs.
Our process involves a rigorous asset management strategy aligned with ISO 55000 standards. Properties are carefully assessed based on factors such as:
- Space utilization
- Customer demand
- Maintenance costs
- Potential alternative housing options
We prioritize transparency and community involvement throughout the disposal process. Our goal is to ensure that federal real property assets are used efficiently and effectively while minimizing costs and maximizing returns for taxpayers.
With thousands of properties in the federal portfolio, disposing of underused federal property is a considerable task. GSA—while working together with partner federal agencies, state and local governments, non-profit organizations, business groups, and citizens—leaves a lasting positive impact on communities by making valuable government real estate available for numerous public purposes.
The mission of the Good Neighbor Program is to provide GSA and their local stakeholders with the technical expertise they need throughout the the life cycle of GSA projects, from initial site selection and design of new buildings, to public space improvements and shared use at existing buildings.

Properties identified
GSA is committed to transparency in our property disposition process. We will regularly share information about properties selected for disposal, beginning with the FY23 disposition property list. To date, we have identified 26 properties for disposition as part of our ongoing efforts to optimize the federal buildings portfolio. Our goal is to create modern, efficient workspaces that support agency missions and taxpayer value. We are working closely with agencies impacted by these decisions to ensure smooth transitions and minimal disruption. GSA’s budget requests include funding to facilitate agency relocations from these assets.
Each property goes through four stages:
- Planning - In this phase, we assemble a project team comprised of representatives from appropriate business lines, including a Project Executive, to prepare the property for the disposition process.
- Preparation - After Planning is completed, we work with our customer agencies to develop a program of requirements for relocation out of a property and begin collecting relevant due diligence materials.
- Transaction - As the Transaction phase begins, we finalize its preparation process and either pursues a real property exchange or initiates the formal disposition process for the property.
- Completion - Lastly, a project is considered completed when the property has been removed from our portfolio via the exchange or disposition process.

Asset disposition preparation
Brian Tye serves as the primary point of contact for all matters related to asset disposition preparation and tenant relocation. Asset Preparation involves assessing property for disposal, conducting analyses, and ensuring legal compliance. Tenant Relocation to federal or lease spaces requires budgeting, space requirements, lease negotiation, construction, occupancy prep, and ongoing support.
Disposition process
John Dugan serves as the primary point of contact for all matters related to the disposition process which optimizes the federal real property portfolio through effective disposition & utilization strategies. GSA’s Office of Real Property Disposition assists state and local governments, eligible public institutions, and non-profit organizations in acquiring real property that is surplus to the needs of the Federal Government.
