Mike Mansfield Federal Building clean construction project

Overview
The Mike Mansfield Federal Building and United States Courthouse was originally constructed as a post office and U.S. Courthouse in 1904 with additions made in 1933. Our historic preservation office classifies this building as a legacy building. The structure resides within the Butte-Anaconda National Historic Landmark District and was also individually listed on the National Register of Historic Places in 1979. The Courthouse is 64,559 gross square feet with 39,379 usable square feet. The building was renamed in 2002 in honor of Montana Statesman Mike Mansfield.
The seismic upgrade and limited scope modernization project at the Federal Building will stabilize the 119-year old asset in accordance with PBS P100 and the February 2, 2016 Executive Order 13717 Establishing a Federal Earthquake Risk Management Standard.
In addition, the project will address the failing envelope and major building systems which have reached the end of their useful life, replacing them with high performing all electric systems and materials which will result in an overall 40% energy reduction.
This project will improve the systems, structure, and the efficiency of the building. Exterior construction includes facade, seismic, accessible ramp, structural repairs, and roof replacement. Interior construction includes correction of Architectural Barriers Act Accessibility Standards deficiencies at the main entry ramp access, doorways, restrooms, drinking fountains, stairs, handrails, and building circulation. Modernization of building systems include HVAC, electrical subpanels, receptacles, and exterior egress lighting, sewer, plumbing fixtures, and water heater. Blast mitigation will be included as appropriate.
The project’s restoration of a historic asset and use of low embodied carbon materials for the seismic retrofit and limited scope modernization is estimated to reduce the amount of carbon emitted by 4,800 MTCO2e.
Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where
lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
