GSA Announces OneGov Agreement with Amazon Web Services; Provides up to $1 Billion in Savings to Accelerate IT Transformation and Catalyze American AI Leadership
Innovative agreement will fast-track digital transformation and propel public sector AI innovation
WASHINGTON – Today, the U.S. General Services Administration (GSA) announced an innovative OneGov agreement with Amazon Web Services (AWS) to provide up to $1 billion in savings for cloud adoption, modernization, and training for federal agencies through December 31, 2028.
The agreement will accelerate large-scale IT transformation across government and spur AI innovation. AWS’s partnership with GSA demonstrates a shared public-private commitment to enhancing America’s AI leadership.
“The Trump Administration is rapidly modernizing out-of-date government systems, streamlining processes, and delivering savings to the American taxpayer through centralized procurement,” said GSA Acting Administrator Michael Rigas. “Through this new agreement with AWS, federal agencies will be able to enhance delivery of critical services, leverage cloud and advanced AI technologies, and dramatically reduce costs. I want to thank Deputy Administrator Ehikian and Commissioner Gruenbaum for their leadership in bringing this agreement to fruition.”

The agreement offers up to a total of $1 billion in direct incentive credits aggregated across Federal civilian agencies and includes these key features:
- AWS Credits: Savings on core AWS cloud services.
- AWS Modernization Credits: Support to help agencies modernize their infrastructure and application technologies.
- Training Credits: Access to AWS Training & Certification.
- Direct Partnership: Streamlined engagement model with greater savings for direct contracts.
Through this new agreement, federal agencies will have access to AWS training resources and a team of experts with specialized skills and experience to help them move from aging on-premises infrastructure to the cloud. Agencies can leverage AWS’ cloud migration program, allowing them to speed up migration and modernization, reduce costs, and accelerate their adoption of AI technology.
AWS is the world’s most comprehensive and broadly adopted cloud and supports more than 11,000 government agencies worldwide. The agreement between GSA and AWS aims to reduce the cost of federal IT expenditures, save taxpayer dollars, drive innovation and agility in new government services, and secure America’s continued leadership in AI.
Federal agencies can get started by executing an agreement authorizing use of AWS Services and via an executed OneGov Program Agreement with AWS or AWS Partners.
