GSA Enters Final Phase Of Multiple Award Schedule Consolidation


New Schedule makes it easier and more efficient to do business with federal, state, and local governments

WASHINGTON - The U.S. General Services Administration today announced the successful completion of the second phase of its Multiple Award Schedule (MAS) consolidation, a three part project to modernize federal acquisition. GSA has now begun phase three, which is multiple contract consolidation for current MAS holders.

In phase one, GSA consolidated its 24 MAS into a single solicitation for products, services, and solutions. Then in phase two, current contracts were updated to streamline terms and conditions for the new solicitation. Phase two ended on July 31, 2020, with 99% of contractors signing the Mass Modification.

“MAS consolidation is already improving the experience for our agency customers and our vendors — making it easier and faster for companies to modify contracts and add Special Item Numbers, and for contracting officers to place orders for the goods and services they need,” said GSA Administrator Emily Murphy. “I congratulate FAS for listening to our stakeholders and delivering these results ahead of schedule. GSA looks forward to the many benefits for customers and industry that will come from phase three of this project.”  

“Now we’re entering the ‘home stretch’ of MAS consolidation and focusing on schedule holders with multiple contracts,” said GSA Federal Acquisition Service Commissioner Julie Dunne. “During this final phase we’ll consolidate their multiple contracts down to one, making it easier for customers to find and purchase the solutions they need to meet their missions. Bottom line, our goals are to improve customer service, make it easier for small businesses to access the schedules program, and reduce duplication for all our contractors.”

During phase three, GSA’s industry partners will consolidate their multiple contracts down to one per unique entity identifier (UEI), a win-win-win benefiting industry, customers, and the acquisition workforce.

“In choosing their main contract, industry will streamline their Schedule business strategy and have just one point of contact for all MAS business moving forward,” explained GSA MAS Program Management Office Director Stephanie Shutt. “That will reduce their overhead costs. For customers, phase three just makes things simpler - a contractors’ full suite of offerings can now be found in just one place - no more searching among multiple Schedules to find a solution. The workforce will then have fewer contracts to manage, so they can focus on excellence in service delivery.”

Under MAS (also referred to as the GSA Schedule and Federal Supply Schedule), GSA establishes long-term, governmentwide contracts with commercial firms offering more than 10 million commercial supplies and services that federal, state, and local agencies order directly from GSA Schedule contractors, or through the GSA Advantage online shopping and ordering system. Approximately $33 billion dollars is spent through MAS each year.

MAS consolidation is one of the four cornerstones of GSA’s Federal Marketplace Strategy (FMP) to modernize and simplify the buying and selling experience for customers, suppliers, and acquisition professionals. The FMP supports GSA’s strategic goal to establish the agency as the premier provider of efficient and effective acquisition solutions across the government.
