GSA Negotiates New Enterprise License Agreement for Governmentwide Savings on Software

ServiceNow and Carahsoft IT Schedule 70 Deal Supports FITARA Initiatives

WASHINGTON, D.C. – As part of the IT Schedule 70 Federal Information Technology Acquisition Reform Act (FITARA) Enhancement Program, the U.S. General Services Administration (GSA) has negotiated a new, governmentwide enterprise software agreement for IT management solutions with ServiceNow through reseller Carahsoft Technology Corporation. With this new agreement in place, agencies can access ServiceNow solutions through a single contract that reflects discounted prices based on the federal government’s high volume purchasing.

“The IT Schedule 70 FITARA Enhancement Program will provide government agencies with greater flexibility in accessing the innovative software solutions they need at a better value to taxpayers,” said GSA Administrator Emily Murphy. “Providing these solutions through a governmentwide, enterprise-level contract is a great way to reduce duplication in our procurement process.”

“This contract addresses a variety of important federal IT needs and supports key areas of software management services,” said Assistant Commissioner, GSA Federal Acquisition Service Office of Information Technology Category (ITC), Kay Ely. “With this newly negotiated agreement the government will see immediate benefits that come from using a single contract to drive significant cost savings. We appreciate the willingness of our industry partners in the software sector to work with GSA to meet these critical government objectives.”

The offerings from ServiceNow will help agencies meet a wide variety of federal mandates, including the requirements put in place by FITARA.

The newly negotiated ServiceNow agreement provides:

• Solution sets of varying sizes for IT Service Management, Cyber Security Operations, IT Operations Management, Customer Service Management, and HR Service Management;
• On-premise, off-premise or hybrid purchasing and deployment models;
• Potential savings of millions of dollars over the next five years with a moderate adoption of these solutions by federal agencies; and
• Tiered discounts of 4-10 percent based on volume purchases of software and implementations across all federal agencies.

This new software agreement is available to all federal, state, local and tribal government agencies eligible to order from the GSA IT Schedule 70 Program through Carahsoft Technology Corporation’s Contract (GS-35F-0119Y).

About the IT Schedule 70 FITARA Enhancement Program

In 2015, Congress passed the Federal Information Technology Acquisition Reform Act (FITARA), which required GSA to put in place enterprise-wide agreements to support federal agencies in their acquisition of software. In 2016, the Office of Management and Budget (OMB), further refined this requirement by mandating that GSA stand up at least two governmentwide software agreements annually, aimed at reducing costs and bringing innovative technology to the government through GSA’s IT Schedule 70.
