GSA Negotiates New Government-Wide Agreement for HPE Software Solutions

Drives Significant Portfolio Cost Savings, Simplifies Data Center Automation, Iterative Development and IT Asset Management

WASHINGTON—The U.S. General Services Administration (GSA) has negotiated a new, government-wide enterprise software agreement for IT Management solutions with Hewlett Packard Enterprise Software (HPE). The new agreement will not only help agencies comply with current information security and electronic government policy recommendations and requirements (i.e., Data Center Consolidation, Software Asset Management, Application Portfolio Management, and Agile/Iterative Software Development), but it also supports GSA’s strategic initiative to expand federal enterprise license agreements with major software publishers—therefore enhancing Carahsoft’s HPE’s GSA IT Schedule 70 contract and reducing duplication of enterprise software agreements, improving pricing, and better leveraging the government’s buying power.

“This new offering creatively addresses a variety of important Federal IT mandates and supports key tenets of software category management,” said Mary Davie, Assistant Commissioner for GSA’s Federal Acquisition Service, Office of Information Technology Category (ITC). “It will help agencies realize the savings that can be achieved through proper management of an agency’s software estate from software development, to management, and even consolidation where appropriate. We are delighted that Carahsoft and HPE were willing to support this effort.”

The modification of Carahsoft’s HPE’s GSA IT Schedule 70 contract now provides a series of HPE offerings that have been grouped into the following solutions sets:

Software License Management: a collection of HPE products that help an agency manage their commercial software licenses using software asset management tools and best practices.

  • Value-added benefit: Commercial entities have found that proper implementation of these types of tools can provide a 50 percent reduction in license compliance violations and up to a 90% reduction in man-hour utility through automation.

Software Incremental Development: a collection of HPE products that help agencies design and develop software applications using modern agile and iterative development processes.

  • Value-added benefit: These types of development tools have helped commercial entities reduce the resources dedicated to application maintenance, management, and testing up to 50 percent.

Data Center Automation: a collection of HPE products that support efforts to consolidate and automate the management of data centers.

  • Value-added benefit: These types of automation tools have helped commercial entities increase the speed of consolidation and significantly reduce the overall cost of data center management.

IT Portfolio Savings: a collection of HPE products that help agencies rationalize and manage their existing inventory of applications revealing resource allocations and potential cost savings through better portfolio management.

  • Value-added benefit: Commercial entities that have embraced these types of tools have seen compounded savings that have allowed for reprogramming of legacy budgets toward new development efforts.

All of these product groupings have been arranged on the GSA IT Schedule 70 in order to satisfy deployments of varying sizes, as well as represent a discount of up to 39 percent over commercial pricing. Moreover, a moderate adoption of these solutions by federal agencies could save American taxpayers up to $50 million over five years.
