GSA’s Login.gov Launches Passport-Based Identity Verification
WASHINGTON — Today, the U.S. General Services Administration (GSA) announced that its secure sign-in service, Login.gov, will begin allowing individuals to verify their identity using a U.S. passport, marking a first-of-its-kind partnership between federal agencies to use authoritative government records as a source for identity verification.
This breakthrough initiative is the result of a collaboration between GSA’s Technology Transformation Services (TTS) and the U.S. Department of State’s Bureau of Consular Affairs. As a new option for users to securely verify their identity online, Login.gov users will be able to capture a picture of their U.S. passport biographical data page during the remote identity proofing flow. Login.gov will then check against U.S. passport records via a privacy-preserving application programming interface (API) operated by the U.S. Department of State.
“This is a major milestone for GSA and the federal government’s digital service ecosystem,” said Deputy Secretary of State for Management and GSA Acting Administrator Michael Rigas. “Login.gov is at the forefront of the Administration’s efforts to create efficiencies and combat fraud, and initiatives like this are a great example of doing both.”
By combining authoritative government records like U.S. passports and best-of-breed private sector vendor components, the Login.gov platform provides agency partners a strong level of fraud protection. This expansion of Login.gov builds on GSA’s announcement that Login.gov now provides an Identity Assurance Level 2 (IAL2) compliant identity verification service.
Ryan Dooley, Acting Deputy Assistant Secretary for Passport Services at the U.S. Department of State’s Bureau of Consular Affairs praised the partnership stating, “This collaboration represents a powerful step forward in interagency cooperation. Using passport records to support secure identity verification is a commonsense way to improve access for the public.”
“Login.gov’s new capability, in collaboration with State, gives our agency partners another powerful tool to stop bad actors,” said Technology Transformation Services Director and Deputy Commissioner of the Federal Acquisition Service Thomas Shedd. “We are committed to protecting the public’s access to government services.”
The integration of passports-as-evidence in the Login.gov identity verification process is expected to expand access to Americans who lack other forms of identity documentation and provide an additional option to reduce friction for users. With 170 million valid U.S. passports in circulation, approximately half of all Americans have this vital document that proves identity and U.S. citizenship. Login.gov currently has over 100 million user accounts and supports secure access to services at more than 50 federal and state agencies.
The option to remotely verify a user’s identity with a U.S. passport has begun rolling out in phases, starting with passport books. Through the remainder of this year, it will expand to include passport cards and in-person identity verification at participating U.S. post office locations. This initiative is one of many on the Login.gov program roadmap that expands identity verification capabilities, such as incorporating mobile driver’s licenses.
