This Order issues and transmits a revised handbook, Writing GSA External Directives.
This handbook describes the processes for regulations, guidance documents, and related systems inherent to the General Services Administration (GSA). It also describes the approval and related publication processes. Contact the Regulatory Secretariat Division for clarification of processes pertaining to policy-related publications. This directive contains standards, instructions, and procedures for drafting regulatory rulemaking and guidance documents. It also provides instruction on the Federal Register publication processes. This directive applies to all GSA organizations and also to any external commissions, boards and committees for which GSA provides administrative support.
This Handbook cancels and supersedes OGP 1812.1A.
