Areas of Consideration - New PBS Location Policy

The shift from E.O. 12072 to E.O. 14274 requires a new approach to PBS location policy. This training provides an overview of the new policy, including how to apply the newly introduced Areas of Consideration to new space procurement.

In April 2025, Executive Order (E.O.) 14274, Restoring Common Sense to Federal Office Space Management, revoked E.O. 12072 and with it the longstanding requirement to give first consideration to central business districts (CBDs) in selecting space for federal agencies. 

E.O. 14274 focuses on cost effectiveness and cost savings. In the interest of efficient, effective and flexible portfolio management over time, GSA location policy will prioritize cost savings opportunities for individual stakeholder agencies while targeting a whole-of-government strategy, establishing Areas of Consideration that function at the transaction level much as CBDs once did.
