Technical Procedures

Technical Procedures Overview
GSA’s Technical Procedures are an online library of specifications and standards for repair and maintenance of historic building materials. Information in the procedures has been obtained from GSA specifications for historic building projects, National Park Service specifications, and other sources concerned with the care of historic buildings. The goal of these procedures is avoid inadvertent damage to historic materials and to extend their useful life. The procedures cover many aspects of materials preservation, responding to hundreds of problems commonly encountered in GSA historic building projects and inspections. Individual deficiencies listed in GSA’s Building Preservation Plans reference relevant technical procedures. The procedures are indexed according to the 16 divisions of the Construction Specifications Institute (CSI). The database is also searchable by keywords in the procedure’s titles or text. Prior to inclusion in GSA’s library of procedures, documents are reviewed by one or more qualified preservation specialists for general consistency with the Secretary of Interior Standards for rehabilitating historic buildings as understood at the time the procedure is added to the library. All specifications require project-specific editing and professional judgement regarding the applicability of a procedure to a particular building, project or location. References to products and suppliers are to serve as a general guideline and do not constitute a federal endorsement or determination that a product or method is the best or most current alternative, remains available, or is compliant with current environmental regulations and safety standards. The library of procedures is intended to serve as a resource, not a substitute, for specification development by a qualified preservation professional.

Additional terms and conditions

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."

Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.

  • An SBA program that helps provide a level playing field for small businesses owned by socially and economically disadvantaged people or entities that meet the following eligibility requirements:

    • Be a small business
    • Not already have participated in the 8(a) program
    • Be at least 51 percent owned and controlled by U.S. citizens who are economically and socially disadvantaged
    • Be owned by someone whose personal net worth is $750,000 or less.
    • Be owned by someone whose average adjusted gross income for three years is $350,000 or less
    • Be owned by someone with $6 million or less in assets
    • Have the owner manage day-to-day operations and also make long-term decisions

The work environment is similar to a typical office, usually inclusive of office equipment and amenities. Typical features of co-working facilities include work spaces, wireless internet, communal printer/copier/fax, shared kitchens, restrooms and open seating areas. May also be referred to as a “shared office.”

  • A system that is bought from a commercial vendor to solve a particular problem, as opposed to one that a vendor custom builds.

  • When you use a government purchase card, such as the "GSA SmartPay" travel card for business travel, your lodging and rental car costs may be exempt from state sales tax.
