GSA Seeks Design-Build Firm for New U.S. Courthouse in Hartford, Conn.

HARTFORD — Today, the U.S. General Services Administration (GSA) announced it is seeking a highly qualified contractor to provide comprehensive design and construction services for a new U.S. Courthouse in Hartford, Conn. The project will replace the existing facility and is designed to address growing caseloads and provide modern, secure spaces for the U.S. District Court, the U.S. Bankruptcy Court, and other agencies. The design will incorporate classical or traditional architecture, in accordance with President Trump’s recent Executive Order 14344, Making Federal Architecture Beautiful Again.

The courthouse, located at 180 Allyn St. on a 2.19 acre site, will encompass up to 281,000 gross square feet, including up to 11 total courtrooms and up to 18 separate chambers. The project requires expertise in complex urban construction, site remediation, and strict security protocols. Design services are anticipated to begin in August 2026, with construction starting in July 2027 and completion expected by August 2030.

“This new courthouse is a significant investment in Connecticut’s federal judiciary,” said Public Buildings Service Regional Commissioner Glenn C. Rotondo. “It will provide a modern, secure, and accessible facility that enhances community safety and the delivery of justice for the people of Connecticut for decades to come.”

GSA will hold virtual proprietary meetings with prospective firms on Oct. 6-7, 2025. Solicitation details and meeting request instructions are available at www.sam.gov. Interested firms should submit offers by November 5, 2025.

Additional project information and all related documents are available at gsa.gov/hartfordcourthouse.
