The Dennis DeConcini Land Port of Entry is located in downtown Nogales, Arizona, and sits directly at the U.S.-Mexico border. The port, named for the former U.S. Senator from Arizona, was originally built in 1931, and underwent a complete renovation in 1994. Further improvements to the port, specifically to the historic Morley Gates pedestrian facility, were completed in 2012.
Today, the port is undersized for current traffic. Delays in processing pedestrian and vehicular traffic have resulted in negative impacts to the local economy which is dependent on sales tax revenues from shoppers entering from Mexico. A new, modern, and expanded facility will strengthen CBP’s security capabilities, improve the traveling public’s experience, and help ease long border crossing wait times.

Environmental review
In compliance with the National Environmental Policy Act (NEPA), GSA has begun the environmental review process [PDF - 146 KB]. The 30-day public scoping period runs July 9th - August 10th. A public meeting will be held on July 22nd from 4-6 PM local time at the Nogales Recreation Center, at 1500 N Hohokam Dr., Nogales AZ 85621.

March 15, 2022 Congress passed a funding package – as part of the Consolidated Appropriations Act of 2022 – which included $500,000 for a feasibility study to explore the expansion and modernization of the DeConcini LPOE.

Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
