The Trout River LPOE was constructed in 1931 in response to prohibition era enforcement activities and the growing prominence of the automobile. It is an historic and visual landmark that helps define the Hamlet of Trout River, New York. This facility has a unique relationship to the Canadian Border Services inspection station, as it is also a protected historic cultural resource. Project objectives include preservation of the existing historic structure while modernizing it to better support contemporary CBP operations, and constructing an addition to house an expanded CBP program that can no longer be supported by the existing structure alone. Vehicle inspection facilities will be improved to address current operational and CBP officer safety deficiencies.

Current status
The general construction contract was awarded on April 21, 2026, with an award value of $32,866,400. The Notice to Proceed was issued on May 1, 2026.
Beginning June 1, 2026 the port will be closed to southbound traffic to ensure uninterrupted work, with substantial completion estimated for the May 2028. Northbound traffic into Canada from the U.S. will remain open.
The modernization and expansion project involves renovating the existing 7,748 square-foot historic LPOE and constructing a new 9,917 square-foot addition for a total of approximately 17,000 GSF. The new facility will provide U.S. Customs and Border Protection with the modern infrastructure and operational capabilities needed to efficiently and effectively carry out inspections and border security functions.
We received $3.4 million to invest in our nation’s infrastructure and competitiveness. The law provides funding for LPOE modernization projects that will create new good-paying jobs, bolster safety and security, and make our economy more resilient to supply chain challenges.

those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
