GSA is wrapping up installation of a new terra cotta roof at the historic Lewis F. Powell U.S. Courthouse and Annex in Richmond, Virginia.
Originally constructed in 1858, Powell is the oldest U.S. Courthouse in GSA’s inventory. The Annex building was added in 1936; the complex is listed on the National Register of Historic Places.
The roof replacement is part of a larger exterior envelope project that includes gutter and storm drain pipe upgrades, repairing interior leaks, implementing a fall protection system, and restoring or replacing the windows of both the Courthouse and Annex.

In support of this project, GSA awarded two Inflation Reduction Act (IRA) funded contracts to buy low embodied carbon (LEC) glass windows for Powell. The new windows will eliminate leaks and increase building energy efficiency, while preserving the historic appearance of the Courthouse and Annex windows.
The Powell low embodied glass procurement was the first GSA procurement of low embodied carbon materials. The project is one of 11 low embodied carbon (LEC) pilot projects announced by GSA in May 2023.
“This project is an opportunity to support the Court’s mission through sustainable improvements to an iconic historic structure in downtown Richmond,” said Joanna Rosato, Acting Deputy Commissioner for the Public Buildings Service.
The entire envelope project is expected to reach substantial completion in spring 2025.
