GSA awards Construction Services contract for the Federal Courthouse in Cleveland, Ohio

Funded by the Inflation Reduction Act as part of President Biden’s Investing in America Agenda
CLEVELAND – The U.S. General Services Administration (GSA) has awarded a $2.7 million contract for construction management and commissioning services to support the Carl B. Stokes U.S. Courthouse plaza replacement project.
GSA awarded the contract to Hill International to provide services including development of Owner’s Project Requirements for Design-Build, construction project management, construction inspection, project scheduling, cost estimating, acquisition support, and commissioning and partnering for the upcoming design-build construction project primarily funded through the Inflation Reduction Act.
The proposed project will include the replacement of the failing waterproofing system, refinishing and reinforcement of structural steel that supports the plaza, repairs to fireproofing, and fulfillment of an unconstructed plaza area originally intended for the Stokes U.S. Courthouse. located in Cleveland, Ohio. This investment will upgrade the surface parking lots and retaining wall and will provide vital pedestrian access from the primary gateway from the west-side neighborhoods (Detroit-Superior bridge) and mixed-use warehouse district to the North. The new construction will reconcile pedestrian accessibility with adjacent surface parking. Completing the plaza provides the opportunity to introduce renewable energy sources and a water reclamation system on the site. It will also harness wind-opportunities unique to the site and alleviate pressure on the city stormwater system by capturing rainwater in void space below the plaza.
GSA’s goals for the Stokes project include providing a long-lasting and durable facility that meets sustainability and climate-resiliency goals, including installation of wind turbines and solar collectors to help achieve energy reduction objectives. The project’s fulfillment of the original plaza design will improve safety and accessibility for Courthouse visitors and the general public. This project also helps to achieve the administration’s sustainability and climate-resiliency goals through the use of low-embodied carbon materials for structural asphalt, concrete and steel.
The announcement furthers the Biden-Harris Administration’s Buy Clean Initiative, under which the federal government is, for the first time, prioritizing the purchase of asphalt, concrete, glass and steel that have lower levels of greenhouse gas emissions associated with their production, use and disposal. These investments aim to expand America’s industrial capacity for manufacturing goods and materials of the future, tackle the climate crisis, and create good-paying jobs for workers in the region.
This project is part of President Biden’s Investing in America agenda in growing the American economy from the bottom up and middle-out – from rebuilding our Nation’s infrastructure, to creating a manufacturing and innovation boom powered by good-paying jobs, to building a clean-energy economy that will combat climate change and make our communities more resilient.
The Inflation Reduction Act includes $3.4 billion for GSA to build, modernize, and maintain more sustainable and cost-efficient high-performance facilities across America. GSA’s Inflation Reduction Act projects will implement new technologies and accelerate the administration’s efforts in achieving a net-zero emissions federal building portfolio by 2045. Through these investments, GSA estimates it could reduce carbon emissions by 2.3 million metric tons in greenhouse gas emissions. The same amount that 500,000 gasoline-powered passenger vehicles produce each year.
Design-Build contract award is planned for September 2025.
