Meet the new Regional Counsel

On Jan. 19, James Van Biber was named the Heartland Regional Counsel. In this role he serves as the senior supervising attorney for the Region 6 legal office.

Van Biber joined GSA in 2016 as an attorney advisor, primarily serving FAS clients. He is a retired U.S. Army colonel and served the latter half of his 25-year military career in the Judge Advocate General’s Corps. While in the U.S. Army, he served in Iraq, Kuwait, Germany and Kosovo. He has over 20 years of extensive civil and criminal liability experience. 

Van Biber, a Jackson County, Missouri native, is married with two children. He holds a bachelor of arts degree from University of Missouri–Kansas City and earned his Juris Doctor from the University of Missouri in Columbia. 

Outside of work he enjoys hiking and fishing, and said he hopes to hike in Scotland someday.

What is Regional Counsel

Each of GSA’s 11 regions has an Office of Regional Counsel, headed by Regional Counsels who report to the General Counsel through the Deputy General Counsel. 

The Office of Regional Counsel ensures full and proper implementation of GSA’s statutory responsibilities by providing legal counsel to GSA regional and zonal clients.
