GSA Moving Forward with the New Federal Courthouse in Hartford, Connecticut

Hartford, Conn. – Today, the U.S. General Services Administration (GSA) announced the release of the Record of Decision that accompanies the Final Environmental Impact Statement (EIS) [PDF - 28 MB] for the construction of a new Federal courthouse in Hartford, Conn. GSA has selected the Allyn Street site (Alternative 2). Under this alternative, GSA will acquire approximately 2.19 acres at 154 Allyn Street for the project.

This completes the project’s National Environmental Policy Act review that began in 2023.

“The new Hartford Federal Courthouse represents our commitment to modernizing critical judicial infrastructure, enhancing court operations, and creating a secure, efficient facility that will serve the District of Connecticut and the Second Judicial Circuit for decades to come,” said Public Buildings Service Commissioner Michael Peters.

The existing Abraham A. Ribicoff Federal Building and Courthouse, constructed in 1963, does not have the space, functionality, security, or building systems to meet the needs of the Court. The new Courthouse will be up to 281,000 gross square feet, and include eleven (11) courtrooms, eighteen (18) Judges’ chambers, offices for court-related agencies, and 66 secured parking spaces.

The Record of Decision provides the reasoning for GSA’s selection, including but not limited to:

● Supporting the mission of the U.S. District Court for the District of Connecticut.
● Improving operational efficiency, effectiveness, security, and safety for both Federal personnel and those visiting the Court.
● Balancing potential impacts to the City of Hartford and the surrounding neighborhoods and residents near the Court.
● Responding to comments from the public, elected officials and other interested parties.

The project’s design and construction contract solicitation is anticipated in summer 2025. Construction is anticipated to begin in 2027, with substantial completion in 2030. Additional project information and all related documents are available at gsa.gov/hartfordcourthouse.
