President Trump’s GSA Celebrates Major Milestones in First 100 Days of Second Term
WASHINGTON – As the backbone of federal government operations, the U.S. General Services Administration (GSA) has delivered a bold and impactful first 100 days under the President’s second administration, advancing government efficiency, cutting waste, and implementing sweeping reforms that reflect the administration’s top priorities.
From deregulation and procurement reform to digital modernization and workforce transformation, GSA Acting Administrator Stephen Ehikian has made rapid and meaningful progress as a trusted government-wide leader.
“In just 100 days, GSA has delivered structural reforms and financial results that will benefit taxpayers for generations to come,” said GSA Acting Administrator Stephen Ehikian. “We are executing a bold vision for the future of technology, procurement, and workforce productivity that focuses on outcomes, not bureaucracy.”
100-Day Highlights
Government Spending and Operations Reform
- Reviewed all governmentwide contracts – terminating 9,400 and producing $30 billion in savings
- Cut $313 million in internal GSA spending by terminating 185 contracts
- Terminated 595 vacant or underutilized leases, eliminating $298 million in future lease obligations
- Reduced software costs by 35% across the agency
- Sold 15 federal buildings, avoiding $47 million in deferred maintenance costs
- Facilitated the review of government-issued credit cards to eliminate fraud and waste, resulting in the suspension of 470,000 cards
“We are not just shrinking our footprint but creating a smarter, more agile real estate portfolio,” said Public Buildings Service Commissioner Michael Peters. “By efficiently delivering our agency partners the space needed to effectively accomplish their missions, we are maximizing taxpayer value.”
Procurement and Deregulation Leadership
- Launched a governmentwide procurement consolidation effort, already onboarded SBA and OPM with numerous agencies in the queue
- Initiated federal fleet consolidation to rationalize underutilized vehicles and realize significant cost savings
- Rewriting the Federal Acquisition Regulation (FAR) in partnership with OMB, DOD, and NASA
- Modernized federal property and travel regulations, streamlining outdated rules
- Negotiated a 71% discount with Google, setting a new standard for commercial contract terms
- Created the OneGov Strategy to modernize how the government buys goods and services, leading to direct engagement with Original Equipment Manufacturers
- Instituted stricter controls on consulting contracts, requiring agencies to defend all external consulting spend
“Within our first 100 days, the Federal Acquisition Service has proactively streamlined processes and removed unnecessary impediments for GSA to succeed,” said Federal Acquisition Service Commissioner Josh Gruenbaum. “FAS is ensuring businesses of all sizes can compete based on value. Our focus moving forward is to work with industries that share our commitment to efficient and value-driven government acquisitions, and, most importantly, deliver for the taxpayer.”
Technology Modernization and Innovation
- Launched FedRAMP20x, focused on a simplified and accelerated adoption of secure cloud services, and FedRAMP authorized 66 new cloud services since January 21, marking the highest number of authorizations achieved under any Administration in a single year.
- Deployed the first government-approved AI shared service (GSAi), now in use by 25% of GSA staff and expanding to other agencies
- Published an IT spend reduction playbook, helping agencies cut wasteful tech contracts
- Hosted weekly cross-agency engineering demos to foster a culture of innovation and collaboration

Governmentwide Leadership Initiatives
- Membership in a multi-agency task force to reform DEI and ideological capture in federally funded higher education, ensuring alignment with legal and constitutional principles
- Created tools and wrote the Return to Office Playbook, now used by agencies to manage and measure in-office work and building utilization
- Provided a framework for agencies to eliminate unnecessary internal regulations, with templates for directive elimination and internal policy audits
