GSA, VA partner to support veterans with future facilities

Since 2018, GSA has partnered with the U.S. Department of Veterans Affairs (VA) on a pilot program to deliver six Community Based Outpatient Clinics (CBOC) and one supporting office facility for VA. Each of these CBOC facilities are close to veteran populations and will provide routine outpatient and primary care services for local veterans.
Authorized by Congressional Act in 2018, this partnership will allow VA to take advantage of GSA’s streamlined Request for Lease Proposal process to deliver a portfolio of 28 leases and improve access to essential services in areas with growing veteran populations.
GSA is supporting VA on multiple projects across the nation as part of the pilot program and beyond, including:
- Ground was recently broken for a new Pittsburgh CBOC in Monroeville, Pennsylvania, outside Pittsburgh which will reduce drive times and provide access to outpatient and routine primary care services.
- A new, state-of-the-art facility is coming to Hampton Road CBOC in Chesapeake, Virginia, which will provide primary care, mental health and eye clinic services, as well as new specialty care and advanced imaging services.
- A 144,000 SF newly constructed Mental Health and Domiciliary CBOC with 24 hour assisted living space is currently being designed in Tampa, Florida. GSA’s anticipated occupancy will be in 2024.
- A newly constructed 120,000 SF CBOC in Lakeland, Florida, will be built and operational in 2024. This CBOC is planning to provide patient aligned care, optometry, mental health, audiology and speech pathology, physical therapy, prosthetics, primary care and a full pharmacy.
- GSA has helped VA relocate the clinic in Pittsfield, Massachusetts, to the nearby Silvio O. Conte Building, updating the space and opening to patients in early November 2021.
- Existing federal space in North Platte, Nebraska, was renovated for a CBOC to relocate. The project was completed in 2020.
- In 2018, a clinic in GSA’s Iowa City Federal Building was completed.
- The Cedar Rapids, Iowa, CBOC opened in September 2020.
- A new 69,000-square-foot CBOC is being built to lease in Corpus Christi, Texas, and will support a growing number of veterans in the Texas Coastal Bend by expanding primary care, women’s, mental, geriatric services and radiology.
- A new 49,000-square-foot CBOC is in development for Rapid City, South Dakota, supporting the veterans growth of the VA Black Hills Hospital area.
In addition to these new projects, GSA has worked with VA to dispose of property that no longer meets their care needs. The Knoxville, Iowa, former VA campus was turned over to Marion County for $1 to help the community develop and reuse the property. In Pittsburgh, Pennsylvania, the Highland Drive property was transferred to the City of Pittsburgh to support their emergency responders as a future public safety training center.
