A delegation is a HR Links feature that allows a supervisor to delegate supervisory tasks to another employee (the “proxy”). While the delegation is active, both the delegator (supervisor of record) and the proxy:
Delegations are effective immediately after the proxy accepts the delegation request, unless the supervisor sets the delegation to be effective on a future date. For more information on delegations review this fact sheet. Here are the sections for this user guide:
From the Employee Self Service or your Manager Self Service homepage by clicking on the Notifications icon.
Select the action to approve the pending approval of the delegation.
Review the delegation summary, add comments as needed and select Approve.
From the Employee Self Service or your Manager Self Service homepage click the Approvals tile.
Click on the Pending Delegation of Authority.
Review the delegation summary, add comments as needed and select Approve.
A pop-up message will appear. Enter any comments and select Submit. You have successfully accepted a delegation.
Note: If you are not currently a supervisor in HR Links, after approving the delegation you will now have the Manager Self Service homepage.
Add the Delegations tile to view and manage your delegations.
From the Manager Self Service homepage click the Actions list icon and select Personalize Homepage.
Select Add Tile. Search for Delegations in the search bar. Select the Delegations tile from the list. Select the Save button in the right hand corner.
From the Manager Self Service page, Select the Delegations tile.
On the Delegations page, Select My Delegated Authorities tile.
On the My Delegated Authorities page, Select the Accepted tab. Page will now display your accepted delegations.
Select View Details to display delegated transactions.
Go back to your Manager Self Service Page. Select the Manage Timesheets tile.
On your Manager Time Page, select Choose Delegate.
On the Choose Delegate page, select the employee you are a proxy for.
On your Manager Time page you can now view the employees that you’ve been delegated to manage. Select the employee whose timesheet or leave requests you would like to view and approve.
From your Manager Self Service Page. Select the Team Performance tile.
Select Delegated Documents from the menu bar. Select the employee whose performance document you would like to view, update or approve.

Rates are available between 10/1/2022 and 09/30/2025.
The End Date of your trip can not occur before the Start Date.
Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
