This Order issues and transmits the General Services Administration’s (GSA) policy and procedures for the use of phased retirement as a strategic workforce planning tool to enhance GSA’s ability to optimize and build a GSA Mission-Ready Workforce.
Public Law 112-141, signed into law on July 6, 2012, includes a phased retirement option which will allow full-time federal employees who are retirement eligible to partially retire while working part-time. On August 8, 2014, the Office of Personnel Management (OPM) published its final rule, implementing phased retirement in the Federal Register at 79 FR 46607. The rule went into effect November 6, 2014. The retirement statutory provisions can be found at 5 U.S.C. 8336(a) for CSRS annuitants and 5 U.S.C. 8412(a) for FERS annuitants and the regulations can be found at 5 CFR Part 831, Subpart Q, and 5 CFR Part 848.
