GSA ORDER

SUBJECT:  Prioritizing GSA Response to the Climate Crisis

1.  Purpose. This Order provides an implementation framework for GSA’s response to the ongoing climate crisis, through activities intended to (a) achieve “net zero” operational and procurement-related carbon emissions and (b) adapt GSA facilities, operations, and supply chains to withstand observed and expected climate conditions.

2.  Background.

  a.   Executive Order 14057, “Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability,” (“E.O. 14057”) signed on December 8, 2021, along with its accompanying OMB Order M-22-06 and White House Council on Environmental Quality (CEQ) Implementing Instructions, notes that “the Federal Government faces broad exposure to the mounting risks and costs already posed by the climate crisis.” In response, E.O. 14057 directs numerous specific agency actions in furtherance of seven government-wide goals including: (i) 100 percent carbon pollution-free electricity by 2030, including 50 percent 24/7 carbon pollution-free electricity; (ii) 100 percent zero-emission vehicle acquisitions by 2035, including 100 percent zero-emission light-duty vehicle acquisitions by 2027; (iii) a net-zero emissions building portfolio by 2045, including a 50 percent emissions reduction by 2032; (iv) a 65 percent reduction in scope 1 and 2 greenhouse gas emissions from Federal operations by 2030 from 2008 levels; (v) net-zero emissions from Federal procurement; (vi) climate resilient infrastructure and operations; and (vii) a climate- and sustainability-focused Federal workforce.
