Budget Administration Handbook

Purpose

This Order updates, revises, and/or deletes information in the Budget Administration Handbook.

Scope and Applicability

This Order applies to GSA organizations, programs, personnel, staff offices, and regions involved in the budget process.

Cancellation

This Order cancels and supersedes GSA Order CFO 4251.4B, Budget Administration Handbook, dated September 2, 2015.

Nature of Revision

This document is a revision of the 2015 Budget Administration Handbook. It uses the most current information and instructions in the Office of Management and Budget’s (OMB) Circular No. A-11 “Preparation, Submission, and Execution of the Budget”.

General updates to each of the Chapters are as follows:

   a.  Cost estimation section added to Chapter 2, Budget Formulation & Performance Management, Part 8: Budget Coverage and Structure.

   b.  Administrative Control of Funds section removed from Chapter 3, Budget Execution, Part 3.
