GSA ORDER
SUBJECT: Events Requiring Notification to the GSA Emergency Operations Center
1. Purpose. This Change Order adds and clarifies events to be reported to the General Services Administration (GSA) Emergency Operations Center (EOC) (see paragraph 4) and adds a link to access information (see paragraph 5). The Office of Mission Assurance (OMA) operates the EOC.
2. Scope and applicability. The provisions of this directive apply to all GSA employees. This Order does not eliminate or otherwise impact any requirement or an employee’s ability to report a suspected violation of law or regulation to appropriate authorities, including the Office of Inspector General.
3. Cancellation. OMA P 2400.2 and OMA P 2400.2 CHGE 1.
4. Policy. This policy enhances the level of safety, security, and awareness across GSA. It provides information to report significant events to the EOC, including, but not limited to:
5. Procedures. GSA employees should notify the EOC at [EOC@gsa.gov] or [202-219-0338] when events, including those listed in Paragraph 3 of this policy, occur at or near GSA facilities that could impact GSA’s mission, employees, real or personal property, infrastructure, or tenant and/or public safety and security. OMA employees must report such events using the OMA Google site, via Spot & Incident Report.
For incidents or events that may result in facility closures, office closures, and/or delayed openings, the EOC will activate a GSA EOC Fusion site. On this site, authorized GSA personnel will document all facilities affected by the incident or event under the PBS Building Status header on the Master Agency Office Closures Spreadsheet. The Fusion site will be activated by the GSA EOC and shared with all appropriate Government personnel.
a. Regular work hours for the EOC.
(1) The EOC will operate from 7:00 a.m. to 5:00 p.m. (Eastern Standard Time), Monday through Friday.
(2) OMA’s Director of Operations or authorized designee will monitor his or her mobile communication device(s) for any significant events. He or she will evaluate the information and advise the OMA Associate Administrator regarding the appropriate response action (e.g., continuity or devolution activation). The OMA Associate Administrator will then determine what actions to take.
b. Non-regular work hours.
(1) The EOC’s non-regular work hours are 5:00 p.m. to 7:00 a.m. (Eastern Standard Time), Monday through Friday, and all day during weekends and Federal holidays.
(2) During non-regular work hours, OMA’s Director of Operations or authorized designee will monitor the EOC electronic mailbox [EOC@gsa.gov] and will take actions as appropriate.
(3) The EOC phone number [202-219-0338] will roll over to the Department of Homeland Security Suitland Megacenter (SMC) during non-regular work hours. The SMC will relay relevant information to the OMA Director of Operations or designee(s). OMA’s Director of Operations will immediately notify the OMA Associate Administrator when contacted by SMC. The OMA Associate Administrator will then determine what actions to take.
