This project will deliver a new land port complex to supplement the existing LPOE in Limestone, Maine. Programming for the new LPOE will expand its functionality by bringing new and existing tenants with operationally aligned missions into a shared facility. The current LPOE is obsolete and cannot accommodate modern inspection and border security technologies. The existing facility is undersized and outdated as it relates to mechanical, electrical and plumbing systems. When completed, the new LPOE will provide adequate operational space, reduced traffic congestion, and safe conditions for employees and travelers.
The Construction Manager as Advisor Blanket Purchase Agreement contract was awarded in February 2023. The project delivery method was changed from design build to design bid build. Architect/engineering services were contracted to AECOM for pre-design concepts in September 2023. A CMa was also awarded in September 2023 to Jacobs Engineering.

Environmental review
Comments from the July 31, 2024 NEPA Public Scoping Meeting were due on September 6, 2024 and the comment period is now closed.
As part of the ongoing design work, the General Services Administration (GSA) and Customs and Border Protection (CBP) evaluated a potential port closure at Limestone to reduce schedule and cost risks. In reviewing impacts to the Limestone community, businesses and commerce, GSA and CBP will not pursue a complete port closure during construction of the Limestone LPOE. Intermittent or partial closures may be necessary as new utility lines are connected and as new vehicular lane configurations are constructed. However, every effort will be made to minimize the duration of any intermittent closures.

Community impact
We will fully modernize the port with a new administration building, new pedestrian processing lanes, new primary building, new passenger vehicle lanes, and new commercial vehicle inspection area. The project will help improve traffic flow and border security while decreasing wait times for travelers.
