GSA’s Highgate Springs Land Port of Entry Project Moves One Step Closer With Latest Milestone Achievement
BOSTON – Today, the U.S. General Services Administration (GSA) announced that the Highgate Springs Land Port of Entry modernization project is moving forward in the construction process. This announcement comes with the release of the Final Environmental Assessment [PDF - 34 MB] for the project.
GSA has concluded that the proposed action will not have significant impacts on the environment. This completes the National Environmental Policy Act review that began in 2022. Construction is anticipated to start in the summer of 2026.
The Highgate Springs port is one of the three busiest ports in New England and is expected to see a 30-percent increase in traffic with the expansion of Canada Autoroute-35. This project will construct a new land port to replace the existing facility in order to accommodate this projected traffic increase, significantly improving safety, security, and efficiency for Federal inspection agency operations.
“The Highgate Springs LPOE is more than just a secure gateway to our country,” said GSA Regional Commissioner Glenn C. Rotondo. “It is intrinsic to the security of our northern border and the entire New England region. The new port will provide for an efficient flow of people and allow for additional border security measures and technologies. We are excited for the opportunity to begin the process to improve this facility, and the economic prospects this project will bring to the region.”
GSA considered public feedback received during the Draft Environmental Assessment public comment period between October 16, 2024, and November 19, 2024. As described in the report, GSA selected the Proposed Action as the alternative for implementation because it best meets the purpose of, and need for, the project without causing significant impacts on the resources analyzed in the Final Environmental Assessment.
The Final Environmental Assessment and Finding Of No Significant Impact can be accessed from GSA’s project website under the ‘Environmental Review’ section at: www.gsa.gov/highgatesprings.
