GSA Identifies Allyn Street Site as the Preferred Alternative for the New Federal Courthouse Construction Project in Hartford, Connecticut

BOSTON – Today, the U.S. General Services Administration (GSA), announced the  selection of the Allyn Street site (Alternative 2) as the preferred alternative for the new Federal Courthouse in Hartford, Conn.

The new Courthouse would be up to 281,000 gross square feet, and include 11 courtrooms, 18 Judges’ chambers, offices for court-related agencies, and 66 secured parking spaces.

The proposed project would meet the present and long-term requirements of the Court. The existing courthouse, the Abraham A. Ribicoff Federal Building and Courthouse, was constructed in 1963 and no longer meets the needs of the Court.

Under this alternative, GSA would acquire approximately 2.19 acres at 154 Allyn Street for the project.

The publication of the Notice of Availability in the Federal Register today begins the Final Environmental Impact Statement Wait Period. This Wait Period provides the public with an opportunity to submit comments related to the Final EIS. These comments must be received by 5:00 p.m. ET on June 9, 2025.

Once the Wait Period has ended, GSA will issue the Record of Decision for the project.

BACKGROUND:

GSA identified two “action” alternatives that met the stated purpose and need of the proposed project and have been analyzed in detail in the Final EIS. Each “action” alternative would involve the site acquisition, design, construction, and operation of a new courthouse in Hartford. GSA analyzed two locations for the project, each corresponding to an “action” alternative (listed west to east):

  • Woodland Site - a state office building with an ancillary building and a parking lot consisting of 10.19 acres at 61 Woodland St.
  • Allyn Site - a surface parking lot consisting of 2.19 acres at 154 Allyn St.

GSA analyzed a “no action” alternative where the Court would continue to operate under current conditions.
