Policy overview
We maintain the Federal Management Regulation. The FMR is the regulatory policy instructing agencies how to procure and manage transportation services. These policies ensure shipments are conducted legally, efficiently, and cost-effectively across all modes and locations.
To comply with the FMR, Executive Order 14240, and OneGov category management guidance, agencies must evaluate transportation procurement solutions provided in 41 CFR 102-117.15 before pursuing new acquisitions.
