The Foundations for Evidence-Based Policymaking Act of 2018 — the Evidence Act — emphasizes collaboration and coordination to advance data and evidence-building functions in the federal government by statutorily mandating federal evidence-building activities (Title 1). Aligned with the Evidence Act, we are committed to ensuring a strong culture of evaluation, evidence building, and learning. Two requirements of the Evidence Act are to produce annual evidence plans and a capacity assessment.
Annual evidence and evaluation plans
The annual evidence plan describes key evaluation and other evidence-building activities in alignment with agency priorities that we will conduct during that fiscal year. While these plans highlight key initiatives, they do not encompass every evaluation conducted during that period. By implementing this plan, we enhance our ability to generate and use evidence while facilitating better alignment across performance, budget, strategic planning, policymaking, data, and evidence-building activities
Capacity assessment
Capacity assessments are conducted every four years as part of an agency’s strategic planning process. This helps agencies assess their ability and infrastructure to carry out evidence-building activities in support of strategic priorities.
