Michelle White, Designated Federal Officer
Michelle White, Designated Federal Officer, explained her role and duties on this advisory committee, and introduced the rest of the committee, including their training and credentials. She completed a roll call and determined that a quorum had been established. Michelle reviewed the agenda of the meeting and announced that there will also be an open forum after the committee’s question and answer agenda item for questions from the public with three minutes allotted for each speaker. She reviewed the meeting agenda for the day.

Brian Conrad opened up the floor for questions. Some of the main questions and comments pertained to OSCAL, the scope of automation, the readiness of stakeholders for automation, and near-term opportunities for automation.

The committee welcomed comments from members of the public. Three members of the public provided comments all related to OSCAL. Attendees raised their hands to be called on and shared ideas around how to optimize OSCAL during the process.

FSCAC Membership
Michelle White, FSCAC DFO, reviewed the overview of the process and the topics for discussion and improvements and called on members as they raised their hands to provide their input, which was directly captured live during the meeting in the draft memo. For Automation Initiatives and Opportunities, members individually brought forward ideas for improvements to reduce time and cost throughout the authorization and continuous monitoring process to reduce barriers to entry for small businesses. The members also discussed how to consider goals for automation and taking a pragmatic approach to determining those based on what is feasible. Members then discussed recommendations to go to the GSA Administrator based on what is actionable. At the end of the section, members discussed impacts to stakeholders and measures of success of automation.
