Transition process and responsibilities
1. How will GSA ensure no breaks in service during transition?
We will collaborate closely with agencies to prevent any breaks in your service during the transition. However, it is critical that you provide all required information and a complete list of requirements you intend to transition. Timely and thorough information enables us to develop an effective strategy and ensure uninterrupted service delivery.
2. Who will guide us through this change? How will we be brought up to speed to ensure proper routing of contracts to GSA?
We are responsible for guiding you through this transition. We’ll provide a point of contact who will work directly with your team to provide support and ensure you are fully informed about the new processes and proper contract routing to GSA. We are committed to keeping you updated and will schedule briefings to bring your team up to speed.
3. What responsibilities does the agency retain after contracts are transferred to GSA under the centralized acquisition model?
Agencies retain ownership of the mission needs and are accountable for providing program and project resources for new requirements and contracting officer’s representatives for the day-to-day contract oversight post award.
For the transferred contracts, the agency’s CORs will play a critical role in validating performance, communicating evolving requirements, and ensuring contracts align with agency goals and bona fide needs.
For new requirements, the agency’s program and project resources will be key to the procurement process with the responsibility of requirements definition, drafting statements of work, or other applicable requirements documents, and performing technical evaluations.
This is a partnership: The agency is in the driver’s seat with us providing the core contracting support.
4. What are some lessons learned from the pilot agencies that you can share?
Streamline the process for 7600B transfer of funds for contract actions.
Conduct COR training with partner agencies as they shift to engagement with us.
Quality and completeness of contract inventory will inform the contract transfer process.
Necessity to have reachback in the partner agency to key POC resources.
Necessity for agencies to secure leadership approval for upcoming contract actions.
Agency partners’ concerns with not knowing costs of support until later in the transfer process.
Agency partners must have a COR assigned to every contract.
Financial and budgetary aspects
5. Will agency spend done through GSA be attributed or credited to agencies for competition and small business goals?
Yes, agencies will get credit for small business goals as the small business credits follow the funding agency.
6. Does funds transfer have to occur before orders are placed on behalf of the agency?
Yes, without exception, per legal requirements.
7. How will GSA make sure there are no impacts to an agency’s financial audit opinions?
Each agency will be responsible for its financial audit. Financial management discussions will take place at the time of agency engagement.

8. For blanket purchase agreements issued against MAS for common goods and services, will the parent vehicle be transferred along with all subsequent call orders?
Yes, the parent vehicle and all subsequent call orders will be transferred to us.

Rates for Alaska, Hawaii, and U.S. territories and possessions are set by the Department of Defense.
Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where
lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
