Pricing guidance for identity protection services (SIN 541990IPS)

This pricing guidance is also known as IPS Pricing Document 2.

Ordering agencies have the flexibility to order some or all of the services as defined in SIN 541990IPS, but you must provide a System Security Plan [PDF - 2 MB] for any or all services offered.

To be considered for award of SIN 541990IPS, you must provide pricing for a total solution covering ALL of these services

• Security and security-related reporting
• Post-award data incident reporting
• Data breach response and identity theft services
• Call center services
• Notification
• Credit monitoring services
• Identity monitoring
• Identity theft insurance
• Identity restoration services
• Required reports
• Data safeguards and disposal
• Task order award reporting

Total solution — Price per year, per impacted individual

The ordering agency pays the quoted price for each impacted individual, regardless of enrollment status. You can use this total solution when the enrollment rate of the breach is unknown. Firms do not need to identify pricing for every quantity break.

Total solution — Price per year, per enrollee

You can use this total solution when the number of enrollees who require these services is known. Firms do not need to identify pricing for every quantity break.

Line item pricing — Price per year, per impacted individual or per enrollee

Provide individual line item pricing or pricing for a combination of services when buyers don’t need all of the services. You can propose prices per impacted individual or per enrollee.

For example, you could propose pricing to satisfy needs such as

• Credit monitoring services only
• Services that don’t include specific categories of monitoring, such as the sex offender registry
• Dedicated, branded website not required
• Dedicated U.S. toll-free number not required
• A 24/7 call center not required
• Only $1 million insurance required

Include the type of service and whether the price is for impacted individuals or enrollees. All of the pricing may be further discounted at the task order level.

Pricing for additional services

Customized solutions that can only be ordered in addition to IPS Requirements Document 1A Section I services [PDF - 172 KB] may utilize the services found under SINs 561450, 541990RISK and 541990IPS.

Additional services must not be ordered as a stand-alone service for task orders under SIN 541990IPS. Examples include

• Data breach analysis or forensic services
• Subsequent credit reports
• Offline mail services in addition to online services for those individuals who indicate that they need a different means to access information associated with credit monitoring, identity monitoring, and identity protection
