The Federal Surplus Personal Property Donation Program enables certain nonfederal organizations to obtain personal property that the federal government no longer needs. Surplus personal property includes all types and categories of personal property except:
- Land or other real property.
- Certain naval vessels.
- Records of the federal government.
Eligibility
Not every state and local government agency or public organization qualifies to receive surplus federal personal property. The State Agencies for Suplus Property (SASPs) determine if an organization is eligible to participate in the program and receive surplus personal property. Eligible organizations can include:
- Public agencies.
- Nonprofit educational and public health agencies.
- Nonprofit and public programs for the elderly.
- Public airports.
- Educational agencies of special interest to the Armed Services.
- Veterans Service Organizations.
Search for personal property
SASP representatives can search the Personal Property Management System (PPMS) for available surplus personal property on behalf of eligible donation receipts. In some instances, the SASP may allow potential recipients search-only access to the PPMS in order to view property directly.

The Small Business Administration and GSA have implemented the Veterans Small Business Enhancement Act of 2018 with participating states. Veteran Owned Small Businesses that are interested in participating may contact their State Agency for Surplus Property to register.
