Through its open data publication process, GSA ensures that federal data is made available in a consistent, easily accessible manner. This transparency facilitates a collaborative approach to problem-solving and enables citizens to play an active role in governance.
GSA plays a pivotal role in Analytics.USA.gov through its Digital Analytics Program (DAP) program. This program aggregates web traffic data from over 4,000 federal websites across 45 agencies, providing insights into how the public interacts with government services online. GSA developed and maintains Analytics.USA.gov, an open-source platform that visualizes this data, offering real-time analytics and agency-specific dashboards. Additionally, GSA offers an API for developers to access DAP data, promoting transparency and enabling the creation of data-driven applications.
The Federal Information Technology Acquisition Reform Act (FITARA) (2014) is a historic law that represents the first major overhaul of Federal IT in almost 20 years. Since FITARA’s enactment, OMB published guidance to agencies to ensure that this law is applied consistently governmentwide in a way that is both workable and effective. The 21st Century Integrated Digital Experience Act (known as the 21st Century IDEA), was a bipartisan act signed into law in December 2018. In September 2023, the Office of Management and Budget (OMB) issued M-23-22, Delivering a Digital-First Public Experience [PDF]. In part, this memo provides further policy guidance to help agencies fully implement 21st Century IDEA. The law and policy guidance collectively establish a framework and the requirements for a digital-first public experience.

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
