The renewal application is required every two years. To renew the ICAP Federal ASO certificate the applicant must complete 16 hours of CE required every 24 months and submit the renewal application. The renewal application will require that you document 16 hours of Aviation Safety Training. We will accept 4 hours of classes that you teach in the field. We would prefer the other 12 hours be from an outside source to include online training.
We encourage ASOs to attend the annual ICAP ASO workshop that we conduct every January. ASOs can send the completed renewal applications to aviationpolicy@gsa.gov. For those that attend the ICAP ASO Workshop, the Office of Aviation Policy will automatically update their ICAP ASO certificate and mail an updated certificate. Please note, the ASO Workshop is not an ASO certification course. The ASO Workshop is continuing education.
Please download and complete and mail the application to aviationpolicy@gsa.gov. Application must be received from a .gov or .mil address. Please provide a mailing address where you would like to receive the hard copy of your ICAP ASO Certificate. We cannot mail to an APO or PO Box.

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
