The revised project plan will include minor upgrades to the port to support improved traffic flows, address safety and security concerns for travelers and Customs and Border Protection Officers, minimize conflict points among passenger vehicles and pedestrians, improve line-of-sight to inbound traffic, and providing better line-of-sight between the U.S. and Canadian Ports of Entry.
Project is on hold as it goes through a rescoping process.
The Construction Manager as Advisor blanket purchase agreement contract was awarded in February 2023. The project delivery method was changed from design build to design bid build. Architect/engineering services were contracted to AECOM for pre-design concepts in September 2023. A CMa was also awarded in September 2023 to Jacobs Engineering. The design-build development contract was awarded to Jacobs in July 2025.
Environmental review
In July 2025, GSA revised the scope of the proposed action at the Limestone LPOE from an expansion and modernization project to a repair and alterations project. Repairs and alterations would be limited to the existing LPOE site and there would be no anticipated impacts to environmental resources. GSA approved the Limestone LPOE Repair and Alteration project with Checklist CATEX 5.4 (b) on July 28, 2025.
The Checklist CATEX approval is conditional because GSA has not yet completed the process required by Section 106 of the National Historic Preservation Act; therefore, GSA has not yet determined whether the Proposed Action would result in adverse effects related to historic resources.
Section 106 will be initiated with the State Historic Preservation Office (SHPO) once a final scheme is identified. If SHPO consultation determines that impact reduction and mitigation measures would be required during implementation of the Proposed Action, those impact reduction and mitigation measures must be incorporated into the Proposed Action’s scope.
We received $3.4 billion to invest in our nation’s infrastructure and competitiveness. The law provides funding for LPOE modernization projects that will create new good-paying jobs, bolster safety and security, and make our economy more resilient to supply chain challenges.

Community impact
We will fully modernize the port with a new administration building, new pedestrian processing lanes, new primary building, new passenger vehicle lanes, and new commercial vehicle inspection area. The project will help improve traffic flow and border security while decreasing wait times for travelers.

even though part(s) of such activities may be located outside the defined per diem locality.
