VETS 2 is designed to support IT services and IT services solutions, including new and emerging technologies. We offer:
- A full spectrum of contract types (including cost reimbursement) for a full range of comprehensive IT services-based solutions with worldwide coverage.

Scope
Federal agencies can use GWACs to order information technology services and IT services-based solutions, including:
- Data management
- Information and communications technology
- IT operations and maintenance
- IT security
- Software development
- Systems design
Contracting officers may include ancillary services and equipment on orders, as long as the ancillary support is integral and necessary for the IT services-based solution. Ancillary support can include non-IT services/labor as well as IT and non-IT equipment (server racks, mounts, etc.) and software. Buying through VETS 2
- Read the VETS 2 ordering guide [DOCX - 4 MB], which defines roles and responsibilities for the ordering process and provides helpful instructions for using VETS 2. (Ordering guide subject to change).
- Learn how to use our GWACs, including completing required DPA training.
- Issue task orders directly using your agency’s contracting personnel or work with GSA’s Assisted Acquisition Services for additional support.
- GSA provides guidance on establishing blanket purchase agreements in the GWAC BPA Toolkit [DOCX - 1 MB].
- The VETS 2 industry partner spreadsheet [XLSX - 20 KB] provides contact information for each VETS 2 contract holder. Alternatively, you may email all of the industry partners using vets2awardees@gsa.gov.
- All contract holders must be provided a fair opportunity to be considered for all orders in accordance with FAR 16.5, unless an exception applies. Exceptions include an urgent need, only one capable awardee, and a logical follow-on to an order already issued under the contract. The full list of exceptions is in FAR 16.5. You must document exceptions. To provide a fair opportunity to be considered, we recommend issuing requests through GSA eBuy.
There are some other-than-small companies in the VETS 2 awardee list. Regarding their eligibility for task orders:
- Existing task orders with the industry partner may continue.
- Pre-priced options on existing task orders may be exercised at the OCO’s discretion.
- Agencies will no longer receive socio-economic credit on future obligation actions.
- The contractor Is NOT eligible to respond to Task Order Requests subject to fair opportunity (FAR 16.505(b)(1)).
- The contractor remains eligible to respond on task order requests from OCOs based on the following exception to fair opportunity: at the OCO’s discretion, a logical follow-on order may be issued on a sole-source basis in the interest of economy and efficiency IAW (FAR 16.5) if all awardees were given a fair opportunity for the original order.

Pricing
Ceiling labor rates were established for government and contractor sites. They include work within the contiguous United States and U.S. Government security classification up through the secret level.
- The VETS 2 maximum ceiling rates for each contractor are available within the VETS 2 GWAC pricing [XLSX - 2 MB] [XLSX - 2 MB] sheet, and the description for each VETS 2 labor category can be found within the VETS 2 conformed contract [PDF] [DOCX - 2 MB] (attachment J-2). The maximum labor rates include direct labor cost, overhead, general and administrative expenses, fringe benefits, and profit. They apply only to time-and-materials and labor-hour orders and do not include the 0.75 percent contract access fee.
- If you receive adequate price competition, generally you do not need any more information to determine whether the cost or price is reasonable. The competition requirements in FAR 6 and the policies in FAR 15.3 do not automatically apply to the ordering process. FAR 16.5 provides instruction regarding task order source selection. The OCO should review order prices in accordance with FAR 15.4, FAR 16.601 and FAR 16.602.
The Department of State’s quarterly reports can help you price work performed outside the US, including living costs abroad, per-diem rate maximums, quarter’s allowances, hardship differentials, and danger pay allowances for contractors to follow when proposing on OCONUS efforts. No allowances, other than those listed by the U. S. Department of State, shall be allowed on task orders.
