GSA is the mandatory source for federal agencies to purchase any new non-tactical vehicles 41 CFR 101-26.501-1). Other eligible users can also purchase vehicles from GSA.
Standard Order Process
GSAFleet.gov most popular method for vehicle purchasing. Users can configure vehicles, choose equipment and color options, and view side-by-side comparisons of vehicle models. In GSAFleet.gov you can also check your order status, find fuel ratings, choose dealerships, and run reports. Vehicles purchase through GSAFleet.gov are built-to-order with a delivery time frame based on vehicle type, equipment and color choices, and delivery location.

Urgent Vehicle Orders
Urgent Vehicle Orders are for unusual and compelling urgency that requires obtaining vehicle(s) immediately and require justification (FAR 6.302-2(c)). Urgent order vehicle prices will be higher than the established contract prices. The GSA surcharge for Urgent Vehicle Orders is two percent except during the months of August and September when it increases to five percent.
Non-Standards Program (Assisted Acquisition)
If your agency needs a customized or unique vehicle that is not available in GSAFleet.gov, you can use our engineering services to build a custom solution. We can help:
- Develop customized specifications for any vehicle and application requirement.
- Select proper vehicles for the specific application.
- Select proper vehicle weight ratings and payloads.
- Select proper engines, transmissions, axles, frames, and electrical systems.
If customized vehicle(s) for your agency are needed, contact GSA in the early planning stages. We can simplify the technical aspects of your agency requirements and the procurement process. The GSA surcharge for customized vehicles is ten percent for the first vehicle and two percent for additional vehicles on the same order.
MAS Self-Service Acquisition)
Agencies may procure vehicles directly from GSA’s multiple award schedule (MAS) Solicitation 47QSMD20R0001, scroll down to the attachments/links section, and select the Transportation and Logistics Services Category. See FAR 8.405-1 for procedures based on the acquisition’s dollar value. Agency contracting officers must follow the FAR, FAR supplements, and their agency policies. By not utilizing GSA agencies will not realize the benefits of a dedicated vehicle engineering and contracting team with automotive expertise. Go to GSA eLibrary for a list of MAS suppliers .
Waivers to Purchase Outside of GSA
Per 41 CFR 101-26.501-1, GSA is the mandatory source for the procurement of all new non-tactical vehicles. Under certain circumstances, GSA may grant a waiver to allow an agency to purchase through an alternate source. The Agency HQ Fleet Manager must email GSA a waiver request.
