Federal agency buyers can include options on Multiple Award Schedule contract orders if your options are clearly stated in the requirement and evaluated as part of your “best value” determination, in accordance with the requirements of FAR 17.207.
You can exercise these options if:
Funds are available.
The requirement covered by the option fulfills an existing government need.
You ensure that it is still in the government’s best interest — that the option is the most advantageous method of fulfilling the government’s need with price and other factors considered.
The term is specified in the order. Do not place an order if the MAS contract has expired, or if the contract has been terminated or canceled.
Pricing, including options, does not exceed pricing on the MAS contract. Pricing is set before any award is made, which includes exercising options.
You do not exercise options beyond the ordering period of the MAS contract, including the MAS contract option year periods, unless the contract includes Clause 52.216-22 that allows up to 60 months after the contract expires.
Don’t forget to consider the length of the order and your risk as part of the overall evaluation of best value.

Rates for Alaska, Hawaii, and U.S. territories and possessions are set by the Department of Defense.
Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where
lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
