The Federal Acquisition Service Program Office for Emergency Management is under the Office of Travel, Transportation and Logistics. The EM PMO serves as a partner to the Federal Emergency Management Agency and our Office of Mission Assurance.
Background
The FAS EM PMO was established to manage, coordinate, and oversee emergency management for FAS. The PMO manages Emergency Support Function #7, Logistics Management and Resource Support, and serves in a supporting role to the Cybersecurity and Infrastructure Security Agency for ESF #2.
History
The FAS EM PMO was established in May 2008 under our Office of General Supplies and Services to manage, coordinate, and oversee Emergency Support Function #2 Communications, and ESF #7 Logistics Management and Resource Support for FAS.
GSA Order ADM.5440.634 (Appendix A), dated January 24, 2011, established the FAS EM PMO as a division under the GSS Deputy Assistant Commissioner. The Order also transferred FAS Central Office Continuity of Operations functions and staff from the FAS Office of Administration to the FAS EM PMO.
GSA Order ADM O 5440.672 (Appendix A), dated October 3, 2014, transferred ESF #2 functions and staff from FAS to OMA. In 2018, the U.S. Department of Homeland Security established the Cybersecurity and Infrastructure Security Agency, which became the lead agency responsible for ESF #2. We transferred ESF #2 responsibilities to CISA and now serve only in a supporting role.
In January 2020, the EM PMO was relocated from the FAS GSS portfolio to the TTL portfolio in order to improve and streamline emergency operations across FAS. In October 2023, FAS underwent an organizational restructuring that eliminated the FAS regional structure. As a result, the FAS regional leadership that supported regional emergencies was also eliminated. The FAS EM PMO was given authority to provide emergency support as the FAS representative to our regional offices. Going forward, FAS emergency management will be handled at the headquarters level, led by the FAS EM PMO.
Roles and responsibilities
FAS Emergency Support Function #7 support
- Leads the support efforts for Presidential Disaster Declarations and other declarations
- Serves as central liaison between FAS offices, FEMA Logistics Management Directorate, and OMA staff at the FEMA National Response Coordination Center.
- Coordinates with all FAS offices to provide ESF #7 support requested by FEMA and other federal customers
- Provides guidance and support to resolve FEMA and other federal customer issues
- Prepares and tracks FAS Situational Reports, also called SITREPs, on emergency engagement and support for leadership
- Provides guidance and support coordinating emergency-related data calls
- Provides reviews for policy implementation related to emergency support
- Coordinates FAS emergency personnel coverage with other FAS support offices during ESF #7 activations
- Represents FAS on FEMA and other partner agency calls around logistics, distribution management, plans, exercises, and acquisition.
- Acts as the Subject Matter Experts on ESF #7, business processes in support of FEMA.
FAS Continuity of Operations program oversight
- Provides support to OMA in implementing FEMA’s Federal Continuity Directives, including:
- Management and Federal Executive Branch Continuity
- Federal Executive Branch Essential Functions
- Develops and maintains FAS COOP required documentation on our continuity site
- Provides oversight and support to the FAS Mission Essential Functions and Essential Supporting Activities
- Ensures the directors of the FAS MEFs and ESAs identify qualified primary and secondary backup personnel located outside of the District of Columbia, Maryland, and Virginia metro area.
- Manages the biennial OMA business process analysis and business impact analysis projects for FAS
- Leads the annual National Level Exercise for FAS:
- Serves as the central FAS response point for the exercise
- Assists OMA with FAS senior leadership pre-briefs on exercise roles and responsibilities
- Provides devolution training to FAS backup POCs
- Coordinates with the FAS MEF and ESA Principle and backup POCs to successfully participate in the exercise
- Coordinates FAS COOP support to all of our regions
- Participates as the FAS representatives and advisors for our reconstitution team
FAS Mission Essential Functions
- Provides emergency acquisition support
- Manages the GSA SmartPay Program
- Manages and oversees all aspects of the Integrated Award Environment programs
- Manages the Federal Public Key Infrastructure Management Authority, including maintaining the FPKI trust infrastructure and USAccess infrastructure
- Manages our response of governmentwide IT contract operations to events and threats, including support of customer service activities and ensuring oversight and direction for contract operations.
- Ensures confidentiality, integrity, and availability of TTS products and platform offerings including cloud.gov, login.gov, search.gov, and United States Web Design System.
- Provides information to the public through USA.gov, USA.gov en español, social media, the USA.gov Contact Center, and manages the technology supporting these sources of public information.
FAS Emergency Support Activities
- Provides FAS ESF #7 and COOP program support
- Manages governmentwide employee travel programs
- Maintains our Standard Tender of Service and rates
- Manages the disposal of personal property for the federal government
- Manages the GSS Fourth-Party Logistics solutions program which targets segments of the federal supply market that require full supply chain support.
