Features and benefits

Our Best in Class Wireless Mobility Solutions offer:

  • Easier onboarding for vendors and more choice for agencies.
  • Flexibility to combine one or more services in your request and task order.
  • Support for federal, state, local, and tribal government buying.

All nationwide business plans under this contract may include “no-cost” service enabling devices (including cell phones) and bundling the SEDs with cellular service. The SEDs are offered as available, and may or may not be domestic end products or end products of a designated country. See links for vendor lists and details for each service type and subtype:

Scope

  • Wireless Carrier Services include commercial wireless services, including public safety solutions, offered by telecom carriers and resellers. It also includes select no-charge devices and flexible device replacement. Wireless carrier services replaced legacy FSSI Wireless BPAs.
  • Mobility Infrastructure includes infrastructure required to use or enhance wireless communications (includes user interfaces and hardware included with a mobile service).
  • Mobility-as-a-Service includes subscription-based, service-enabling mobile endpoint management.
  • Enterprise Mobility Management includes tools, software, and services for managing, securing, and controlling mobile endpoint functionality. Download the EMM functional requirements [DOCX - 86 KB] created by the Federal Mobility Group.
  • Mobile Backend-as-a-Service includes mobile application development and delivery services, including the tools to develop, integrate, test, and publish mobile applications. 
  • Telecom Expense Management includes enterprise telecommunications solutions that support mobility and lifecycle management.
  • Mobile Application Vetting includes software, processes, and tools required to test, validate, and verify mobile apps against a baseline of security, privacy, and organization-specific requirements and policies.
  • Mobile Threat Protection includes monitoring endpoints in real time to identify threats that may compromise data.
  • Mobile Identity Management issues and maintains certificates, including Derived Personal Identification Verification credential usage.
  • Internet of Things includes IoT service providers engage with those who design, develop, operate or maintain an infrastructure of networked components comprised of computing resources, digital sensors, actuators, and human interfaces that are combined into systems to achieve specific goals. 
  • Other/Mobile Services include wireless communication services not commonly used across agency enterprises due to unique usage, features, niche application or legacy technology requirements. May include paging, short term rental/disposable endpoint component, and satellite-only communications providers.

Use cases

Use cases may include:

  • Cellular services featuring the most widely available national wireless service providers and mobile technology.
  • Telecommunications Expense Management and Mobility-as-a-Service that support mobility and telecom related asset life cycle management and subscription based service endpoint management.
  • Distributed Antenna Services, a network of antennas used to extend coverage and provide services including cellular, WI-FI, 3G, 4G, and 5G.
  • 5G, which creates new performance opportunities and capabilities for data-driven applications and machine-to-machine communication (see Acquisition Guidance for Procuring 5G Technology [PDF]).

Buy through MAS

Federal, state, local, territorial, and tribal governments can use MAS IT. Some organizations may be eligible to use Cooperative Purchasing and Disaster Purchasing programs. You can combine SINs to meet your requirements, or try blanket purchase agreements to meet recurring needs. You may choose to set aside the requirement for one or more socio-economic categories.

As you prepare your solicitation, consider:

  • How this mobile technology will support your agency’s mission.
  • Which platforms and applications it will support.
  • Whether any applications are device-specific.
  • Which other technologies your agency is using.
  • Who will manage the solution.

Order subcategory 1 Wireless Carrier Services

  1. Gather your agency’s requirements. 
    • Use the Data Survey Template [XLSX - 37 KB] to do an internal audit.
    • The request for quotation generator tool can get you started. Use it to put voice and data requirements into a downloadable template for schedule vendors. Your request must include the description and quantity of supplies to be delivered/services to be performed and the criteria upon which the evaluation will be based.
    • The Wireless Savings Calculator [XLSX - 339 KB] can help with pricing research. This tool uses actual prices paid for carrier wireless services. It will use the lowest awarded prices to date to help you calculate average cost per device, expected total cost, and potential savings based on different usage profiles.
    • If your agency needs help defining the task order to meet requirements, you can send requirements and objectives to the contractors and ask for their suggestion(s). You can also use the information in the data survey to describe total devices, usage attributes, and locations to vendors when you ask for suggestions.
  2. Develop and issue the solicitation.
    • Identify contracts that have accepted the Section 889 mass modification clause using the Modification Dashboard.
    • Ensure fair opportunity according to the FAR part 8.405-3(c)(2) through eBuy or by contacting contractors directly.
    • If your task order is above the micro-purchase threshold, you must provide equal consideration for all wireless carrier services contractors.
  3. Evaluate quotes, following your agency’s policies.
  4. Make the award and manage the task order, following your agency’s policies.

Additional terms and conditions

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."

Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
